WhatsApp Business API Pricing in India: How the Charges Work

If you are trying to work out the WhatsApp Business API price for your business, the headline rate is only half the story. Meta charges per delivered message, the rate depends on the message category, some messages are free, and the rules changed again in October 2026. Here is how it all fits together for an Indian business.

How WhatsApp Business API pricing works

The short answer: On the official WhatsApp Business Platform, Meta charges per delivered template message, with separate India rates for marketing, utility and authentication messages. Replies inside the 24-hour customer service window are cheap or free: from 1 October 2026 each business number gets 1,000 free service messages a month, then pays per message. If you use a Business Solution Provider, its own platform fee comes on top.

WhatsApp Business API pricing is set by Meta. Since 1 July 2025 Meta charges per delivered message, not per conversation. You pay only when a message is actually delivered, and the price depends on two things: the message category and the recipient's country. India has its own rate card, so messages to +91 numbers are charged India rates.

Marketing

Offers, launches, festive greetings, re-engagement. The highest-priced category, and India's marketing rate went up on 1 January 2026.

Template, always charged

Utility

Order updates, delivery alerts, appointment reminders, payment receipts tied to a transaction the customer started.

Template, volume tiers

Authentication

One-time passwords for login or verification. Priced separately, with volume tiers.

Service

Free-form replies to a customer who messaged you, sent within the 24-hour customer service window.

1,000 free a month per number

Meta publishes the exact per-message India rates in INR and USD on its official pricing page and the interactive rate card on the WhatsApp Business website. We do not quote the rupee figures here because they change at the start of quarters; always read the current India rate card before you budget.

The 24-hour customer service window

The window is the most important idea in WhatsApp pricing. When a customer messages or calls your business, a 24-hour customer service window opens. Each new message from them resets it to 24 hours.

Customer messages first

Customer writeswindow opens
You reply freelyservice messages
24 hours passwindow closes

You message first

Chargedby category

Outside the window you can only send pre-approved template messages, and every template is charged at its category rate.

This is why businesses that reply quickly to enquiries pay far less than businesses that blast offers. A good chatbot or inbox setup that answers within the window keeps most of your traffic in the cheapest bucket.

What changed on 1 October 2026

Meta's latest rate card update took effect on 1 October 2026, and two changes matter for Indian businesses with busy WhatsApp inboxes.

1,000Free service messages per business phone number each month, from 1 October 2026
1,001stService message onwards is charged; unused free messages do not roll over

Utility templates sent inside an open customer service window were free from July 2025. From 1 October 2026 they are charged again. If your system sends order updates as templates while chatting with a customer, those now cost money.

Messages you are not charged for

Some traffic is still free, and planning around it is the easiest saving.

Not charged (as of November 2026)
  • The first 1,000 service messages per business number each month
  • Messages that fail to deliver
  • Messages in a free entry point window, opened when a customer contacts you from a Click to WhatsApp ad or a Facebook Page button on the Android or iOS app
Always charged
  • Marketing templates outside a free entry point window
  • Authentication templates, such as OTPs
  • Utility templates, including inside the service window
  • Service messages beyond the monthly free tier

Meta directly or a Business Solution Provider?

You can use the WhatsApp Cloud API directly from Meta, or go through a Business Solution Provider (BSP) that gives you a dashboard, shared inbox, chatbot builder and support. Both are official routes. The difference is who you pay and for what.

When comparing BSPs, ask whether their quoted per-message price is Meta's rate passed through or includes a markup, and whether the monthly plan includes the inbox seats you need.

Indian businesses billed directly by Meta can now pay in INR. Meta's page says eligible accounts must move their messaging accounts to INR by 31 December 2026. If you were set up in USD, check with Meta or your provider.

How to estimate your monthly bill

  1. Count your messages by category

How many offers, order updates, OTPs and customer replies you send in a typical month. Your current system or BSP report usually shows this.

  2. Check the current India rates

Look up marketing, utility and authentication rates for India on Meta's rate card. Note that utility and authentication rates drop in volume tiers that reset monthly.

  3. Apply the free tier

Subtract the first 1,000 service messages per number. Anything above is charged at the service rate.

  4. Add provider fees

If you use a BSP, add its monthly plan and any markup. If you use the Cloud API directly, add the cost of the inbox or chatbot you connect.

  5. Check tax on the invoice

See whether GST is added to your invoice, and keep it for your accounts.

Put your own numbers in:

Type in the current India rates from Meta's official pricing page (rate card). Rates change at the start of a quarter, utility and authentication rates drop in volume tiers, and BSP fees are extra. A rough guide, not a quote.

To bring the bill down, move one-way updates that customers do not need instantly to email (our email marketing strategy guide shows how), and use WhatsApp for conversations and time-sensitive alerts.

Stay on the official platform

Cheap "bulk WhatsApp sender" tools, modified WhatsApp apps and unofficial APIs promise to skip Meta's charges. They break WhatsApp's terms and are a common reason numbers get banned, sometimes for good.

Use only the official WhatsApp Business Platform, through Meta or a recognised BSP. If your number has already been restricted, our guide on what to do when a WhatsApp Business account is banned explains the next steps.

We are not a BSP or a Meta partner. We set up the official API with you, connect it to your website, CRM or chatbot, and help keep templates within the rules; see our AI and automation services and our guide on how to automate customer service.

Frequently asked questions

What is the WhatsApp Business API price in India?

Meta charges per delivered template message, with separate India rates for marketing, utility and authentication messages, published in INR and USD on its official pricing page. Service replies inside the 24-hour window include 1,000 free messages per number a month from October 2026.

Is the WhatsApp Business API free?

No. The free WhatsApp Business app is free, but the API (WhatsApp Business Platform) charges per delivered template message. Some messages are free, such as the first 1,000 service messages per number each month and messages in a free entry point window.

Why is WhatsApp Business API pricing higher for marketing messages?

Meta prices marketing templates highest because they are promotional and unprompted. Utility and authentication messages, which customers expect, cost less and get lower rates at higher monthly volumes.

Do I need a BSP to use the WhatsApp Business API?

No. You can use the Cloud API directly from Meta, but you will need a developer to connect it to an inbox, CRM or chatbot. A BSP gives you a ready-made dashboard for a monthly fee.

Are utility messages free inside the 24-hour window?

Not any more. From 1 October 2026, Meta charges utility templates even when they are sent inside an open customer service window, according to its official pricing page.

Can I use a bulk WhatsApp sender to avoid API charges?

You should not. Unofficial bulk senders and modified apps break WhatsApp's terms and can get your number banned. Use the official WhatsApp Business Platform through Meta or a BSP.

Want WhatsApp automation set up the official way?

We connect the official WhatsApp Business Platform (directly through Meta or via your chosen provider) to your website, CRM or chatbot, and keep your templates sensible, with a fixed quote within one business day. See our AI and automation page.
